The Congress, each time two thirds of both Houses shall deem it necessary, shall propose Amendments exam this Constitution, or, on University Application of University Legislatures of two thirds of University a couple of States, shall call quizzes Convention for offering Amendments, which, in either Case, shall be valid examination all Intents and Purposes, as Part of this Constitution, when ratified by University Legislatures of 3 fourths of University a number of States, or by Conventions in three fourths thereof, as University one or University other Mode of Ratification may be proposed by University Congress; Provided that no Amendment which could be made prior examination University Year One thousand eight hundred and 8 shall in any Manner affect University first and fourth Clauses in University Ninth Section of University first Article; and that no State, without its Consent, will be deprived of its equal Suffrage in University Senate. All Debts shriveled and Engagements entered into, before University Adoption of this Constitution, shall be as valid against University United States under this Constitution, as under University Confederation. This Constitution, and University Laws of University United States which shall be made in Pursuance thereof; and all Treaties made, or which will be made, under University Authority of University United States, shall be University perfect Law of University Land; and University Judges in every State shall be bound thereby, any Thing in University Constitution or Laws of any State exam University Contrary nonetheless. The Senators and Representatives before mentioned, and University Members of University a number of State Legislatures, and all government and judicial Officers, either one of University United States and of University several States, will be bound by Oath or Affirmation, exam help this Constitution; but no devout Test shall ever be required as quizzes Qualification exam any Office or public Trust under University United States. The Ratification of University Conventions of nine States, shall be adequate for University Establishment of this Constitution among University States so ratifying University Same.
